San Diego Reassessing ADU Incentives: What Homeowners Need to Know

San Diego’s accessory dwelling unit (ADU) program has been a hot topic for years, but recently, concerns from residents have intensified. City council members say homeowners across all nine districts are frustrated with how many ADUs can be built, fearing it’s changing neighborhood character too quickly.

Under the current policy, for every ADU designated as affordable housing, property owners can build an additional market-rate ADU. While this was meant to encourage affordable housing, many feel it has led to excessive development without enough oversight. Councilman Raul Campillo acknowledged the issue, stating that it’s time to evaluate what’s working and what needs adjustment.

Now, the city is reassessing its approach. Mayor Todd Gloria’s administration has 60 days to respond to the council’s concerns. The outcome could shape future housing policies in San Diego, potentially impacting property owners and renters alike.
